A somewhat derogitive term used for Mercenaries, or soldiers for hire. Generally describes ex-soldiers and/or combat experts that offer either direct service or military training in exchange for currency.
Such individuals have been employed; as a supplemental force to the U.S. Military in Iraq and Aghanistan, to train Military and Terrorist groups alike, and in some cases to engage in military actions that a country's own military cannot, as was the case in Rwanda.
Such individuals or groups can employ their skills for good(as in Rwanda), or bad(as in training Al Qaeda recruits). -
A song that could possibly be about the old Deist Oligarch's, the Zionists[christian and none],Atheists, the Elite in the establishment or whatever you may name them on the family tree who were and may still be the power to try to control their demons that unleashed ''the dogs of war'' on us in the past, believing that they were the decendants of the gods in this one world that they wanted to control during the major wars throughout history and are beginning to raise their ugly heads again in the present towards the future battle, but lets hope it won't be a similar ''twilight of the gods'' battle again that is being prepared by tangeling us up in this perverted liberalism of paganism that wants to relive itself again.

Dogs of War is about the death and destruction caused on a mass scale. People sometimes question why are troops are sent out like dogs.

I feel it means exactly what the song says. Wars are started based on greed and the warmongers don't care who they hurt as long as they get what they want, simply put. Even their masters don't know the webs they weave all they lies they tell to convince that their reason for war is right and all the time it is just to get something they want through lies and deception and to gain control. e.g., weapons of mass destruction. Please interpret my comment as I am apolitical.

The song is about the people in goverment who lie and start wars. They try to convince us that we are the good guys and those we are at war with are evil. Waters and Barrett had bad experiences with family members dieing in WW2.

This song is about mercinaries who live off of war and battles. You pay them they do it. but that doesnt mean they wont turn around and "bite" you if they get paid even better... if their prey has time to make an offer.
