"Eight miles high" is roughly 40,000 feet, which would be a common cruising altitude for a Trans-Atlantic jet plane. The song is about the excitement the Byrds felt when making their first trip to England.
First, they flew 40,000 feet over the ocean, before beginning their descent to London, a city that, in the Sixties, was very much "known for its sound" (i.e. a city that seemed to be the pop music capital of the world).
And after they "touch down" (land) at Heathrow? They find that London is cold and rainy ("nowhere is there warmth to be found"). There's a black limousine waiting to pick them up. As they're driven through the streets, they're looking around in wonder at the street signs, at the people on the streets.
The Byrds were both excited and overwhelmed by London.
