This is a great song and I’m in the belief that they chose the name Billy because it rhymes perfectly with silly.
It’s about a girl who has slept with a guy named Billy. She tries to walk away from her responsibilities and tries to blame Billy for any pregnancy that might be fall her. Hence “the baby seat” issue.
Still, the irony of the song (as mentioned earlier) is that she too is responsible for her actions. In other words, Billy and this girl are responsible. In fact, if you notice in the refrain it says “I—“ because she won’t admit “I’m responsible too.”
