I think the meaning is pretty straight forward. It's a song about a guy who started off just smoking pot, then moved on to more serious drugs. It depicts his downward spiral in life as he literally, "traded it for cocaine and a whore". He finally ends up in prison, finally sobers up and realizes how he has thrown his life away, but it is too late. Basically the cost of living high is losing everything that really matters and ending up in prison. I also got the feeling that part of the cost of living high was not experiencing life, but just kind of dumbing down emotions through the use of drugs. "Everyday the same damn thing, I can't even tell if I'm alive", could mean that he's high all the damn time and doesn't feel alot of emotions so part of the price of living high is missing out on some emotions and feeling like a shell of a man.
