I think of it as a common flaw often times found in human nature. we have this phrase "that's the last straw". i think what they are saying is why do we always have to wait until that "last straw" and start resolving our problems, no matter what scenario the problems are involved in, at the metaphorical "first straw". they take references to relationships and stuff and apply it to the bigger human character perspective.

It's about a guy talking about his relationship with a girl. I'm guessing they've been going out on and off and she's finally getting tired of him.
He realizes that he's taken her for granted - her smile, her randomisity, etc. ("a whole new of looking at things, the way you react to phone rings...")
the way I see it, this girl is fed up with this guy and he finally realizes that it's time to leave the relationship.
He shows her that he's sorry and that he knows that he's been taking her for granted. She's probably warned him in the beginning hence the name "first straw".
And now he's saying that there's no reason for getting to the last straw because he's going to change.
