If you've watched the music video it shows him stealing a bunch of diamonds and shit and when he's being chased he jumps into the ocean with the diamonds and he drowns because the weight of the jewelry is holding him down.He's drowned by the thing he wanted most.

"I'm drowning" a PCP trip may,at times, become overwhelming or all consuming (PCP is a disassociative anesthetic)
"I just bought a Cuban, dipped it in a fountain" Wet is usually enjoyed by smoking cigarettes or cigars dipped in it.

In one of the sections of the song I believe I’ve decoded and I relate to it very much.
