The City is at War Lyrics
The city is at war, playtime for the young and rich
Ignore me if you see me, cause i just don't give a shit
The city is at war, bless the young and rich
With designer drugs and designer friends
The city is at war, playtime for the...

I think it's kind of looking at how people screw up thier lives cause a it says the city is at war playtime for the young and rich, well maybe war as in rival gangs or something, and then I think it's about being on drugs cause lot of young people use drugs and so do rich people like celebrities. then bang bang shoot em up is either when people are physically shooting each other or shooting up a drug, then the thing about the girl may be she decided to use drugs and died and then she was a news story, and the i just don't give a shit i think means that he doesn't wanna get involved, then the part when you don't get another shot at life means if you screw it up by getting involved in the wrong things you can't fix it cause maybe you could die or be branded with that rep.

its about a girl who had nothing and wanted to make it big and wanted to be known hense" this little girl was alone in the world till she got a way to found a way to get a fix for free" wich means she used drugs and got messed up and OD and got her picture on tvW
-
its about how ppl act when they have money but they blow it all on drugs and stuff and then they dont get another shoot at that life again

I think this song is about the Hollywood lifestyle. The song talks about how many celebrities live with their "designer" friends and rugs because a lot of celebrities give up their normal life for a more rich and glamorous lifestyle. In the end though they can make one little mistake or do something wrong and all of that fame and fortune is gone(come on live it up while you can but in the end,no, you don't get another shot.)
