In other words, do you want to build a friendship? Some people will however take this the wrong way and think that the person who said it is making a move on them. This saying originates from the popular song in Disney's Frozen, "Do You Want to Build a Snowman?" This has 2 relations to Judaism. The first: teens in the Jewish youth groups of NFTY really really like the movie Frozen. Some of them say it just because they think it's cool. The second: The second commandment says "Love thy neighbor as thy love thyself." This can be interpreted to mean be friendly to others because you don't want them to be mean to you.
