I think this means about grooming because "They" aka it implies people who are like this only wants 17-16 years olds because they're easy to manipulate and usually people of that age have self consciousness which results them seeking or yearning validation, Which is why 'they' prefer people who are 17-16 teens in that age and if they are now 21, it will be no fun anymore because usually in 20-21's etc, 20-21/etc are usually mature of that age to acknowledge its a manipulation or there are kinds of people who still are unaware of it, which is why "they" want you when your in 17 but not in 21 because your no fun anymore, get what im saying?

I feel like this song is about a young teenager not being mature and know that they are 21 they are mature and they know more , i feel like this song is about manipulation .

I think it's based on modeling agencies because the older you get your body gets older to when your 16, 17 your at your peak a young body. but Kendall Jenner is 25 years old but she has money she comes from a wealthy family. I think that's the difference between her and other people she has money people who are 16, 17 are just starting out

I think they are talking about how once your 21 you are on your own and you have to go to work and be an adult but when your 16 or 17 you can party and do whatever you want without having to pay bills. Another thing I think its talking about is how in Hollywood they start putting kids in acting at such a young age but when you get older your technically "useless".

Well I think it's "They" not "Hey".
And I believe they tried to express how show business is. They always want fresh teenagers because they are "in" they're more profitable and it's the same story with models for instance in both cases they are nothing but disposable "material".

If you look it in this way they may want to say we live in a plastic society were you use something and you live it later because there's a better version
