It's all about plant's infatuation with Joni Mitchell who spent a lot of time living in california and writing about california..And the line isn't "a making in my heart"..Its "going to california with an aching in my heart"

This song was inspired by Joni Mitchell's song "California" sometimes live Robert Plant would call out "Joni" name after the lyric "To find a queen without a king; They say she plays guitar and cries and sings."
