The other Anon was right, it's the summary of The Great Automatic Grammatizator, in which a man named Adolph Knipe creates a machine that will write short stories.
"God give me the strength
To let my children starve" is the very last line in the story.
"Contemplate contracts of Gold
Nine lives await to unfold" is also a piece of the story in which it says: 'This very moment, as I sit here listening to the howling of my nine starving children in the other room, I can feel my own hand creeping closer and closer to that golden contract that lies over on the other side of the desk.'

Well, this song's lyrics are pretty self explanatory, but I'll clear up some things.
Ok, instead of starting with the intro, I'm going to start with the chorus:
Contemplate contracts of gold
Just wave your hand and relinquish control
Nine lives await to unfold
We bury ten thousand stories untold

Ok so this is basically saying that our political leaders are always faced with tempting decisions, and all they need to do is "relinquish control". "Nine lives wait to unfold" means that if they take these "contracts of gold" then they won't have to pay for their actions. "We bury ten thousand stories untold" can mean two things: 1. (Goes with rest of chorus) The leaders have the power to cover their tracks or "bury the stories". 2. (goes with intro) The media only televises the parts of war the government WANT you to see (most of the time) and it's saying that these stories (such as soldiers shooting men trying to surrender, or an air-strike on a civilian village.) That about wraps up the chorus.

Ok so in a nutshell this means that after a war, we celebrate the downfall of the enemy "with ticker tape parades". That in our celebrating, we are oblivious to the mess left in the enemy's country. "God grant me the strength to let my children starve. He whispered to the dripping roof into the candled dark"
This part means that the enemy country's civilians are left scattered and trashed in the wake and there is not much these people can do to survive "grant me the strength to let my children starve".
Ok so that is my interpretation the chorus and the intro. I have a rough idea of the rest of the song, but right now it is open to interpretation.
