    It's about someone who fell in love with someone who ended up being a liar and a cheat. Let's say it's a woman, She didn't know where the relationship began or how it started and realised it was over when he took her for a fool, used her and left her. He's a liar and everyone knew it already all along (hence why "no one hears a word of what you say") but she's strong and has faced up to it all being true which is why she forgives him. "I would believe you, if only you'd be true" is saying she tried to trust him and give him a chance but he still threw it back in her face.
