I think the song is about the lonely addict who is afraid to go home because he fell from glory.He's not as grand as he used to be and he can't identify himself from what he used to be. The song is about a true friend calling the lonely addict to a safe place. Where he doesn't have to hide anymore and be ashamed of how things turned out . Basically he's saying "it's okay, just come home."
I'll leave the light on means I'll leave the light on so you can find you're way home again.
It's dark and it's cold but follow the light and you'll be home again. -
I think the song is about someone struggling with addiction and, it isn't necessarily drugs it's just an addiction; something that's so hard to stop and it's killing you in a way. The song is meant to remind you that the 'I will leave the light on', that there's someone who wants to help, who will be there for and whether the person wants to speak up now or later, someone will wait. Always.

i think the song is about having a family member or friend who is getting deeper into drug addiction(heroin/crack) and he can see they are struggling with addiction, but he is letting the person know that no matter how bad his addiction is that he is there for him....the song is excellent and helps,

Tom Walker wrote this when his friend was in a "dark place" referring to a drugged state. His friend was addicted to drugs and he wrote a song about it to tell his friend that he will always be there for him and he will be the light found in the darkness. "I refuse to lose another friend to drugs" only reinforces this idea as Tom Walker is stating that he has previously lost someone to the same thing, drug abuse. "I will leave a light on" is repeated continuously throughout the lyrics to further his need to help if that makes any sense.

I believe the song is about a friend who is going through something whereas you feel helpless.. but you don’t want to so you make a difference in telling them “you’ll leave a light on” for them. And you are “the house up on the hill, guiding like a lighthouse”
