Anne is saying that even though her and Phillip both love each other they can't be together because it was very risky to be with someone of another race back in the 19th century. She doesn't want to hurt Phillip in any way. Risking who you love the most to see them safe and happy is best type of love you can get. Anne overall is a selfless character.

   My interpretation is that it means to change your fate or destiny, and create it into something you want it to be in love. I have never watched the movie, so this may not be correct, but this is the way I interpreted the song on its own.
