It’s Anne Marie singing to herself, rather then a boyfriend in which it firsts seems. When she says ‘we’ she’s referring to the voice in her head. ‘When did we get so bad at being honest’ and ‘thought that we had made a promise that we would never let it get this way’ is about how she promised her self to be honest with herself.
