For me, this is the song about a terminally ill person, maybe even child( It's about the pain which the little one still have to undertake before he will "fall asleep" forever... As I see it, this is the song of grieving parent, who got used to the idea he needs to let it go and just wants to calm the pain and ease the last days of his child... "sleep, sugar", "sleep, sweetie"...

I can't give a line by line interpretation, but I think this is what it means:
They're basically saying "Sleep" to forget your bad memories. ''carry you over to new morning" meaning forget the bad past. "Fickle visions" as in the bad memories. The whole song is about getting over a tragedy or something that internally scars you. The tune is also slow to emphasize on calming down and dealing with the problem.
