Line-by-line: He did not understand love until he fell in love. He had been hurt in a previous relationship. He was too busy for love until met "you". He falls in love with "you" and their love is brighter than sunshine. "Let the rain fall, I don't care" means he doesn't care about the bad things because he is in love and all his troubles seem so trivial. He fell in love without realizing it. Before he had given up on love and given in to ones that he did not love. He had gotten hurt before. He was scared about this new love and he couldn't fight it. The new love seemed so right. "Love will remain a mystery" means that he still doesn't understand everything about love. "But give me your hand and you will see/Your heart is keeping time with me" means that they are in love.
