OK what I see here is a rhyme and verse driven lyric. That is, the sound of the lyrics and the rhyming scheme supercedes making total sense all the time. Frank Sinatra used to do it. A lot of singers change words to make songs "flow." That said, the first verse sounds like unrequited love from afar.
Verse two clearly states he does not know what she looks like, for he does not know if he saw her or not, and thus, does not know her name.
The chorus is what really kicks in the Twilight Zone head scratching. And remember this is the Lucy in the Sky with Diamonds group. So don't expect to be able to take total sense from every song or verse. That said, he is in love with love, the idea of love, and the feeling and anticipation of being in love whether near or far from her.
The final verse climaxes with anticipation of love accomplished and finally manifest. He will sing it everywhere always and she will apparently sing it along with him... for he asks her to sing it loud so he can hear her... apparently he is old and going deaf. Make it easy to be near you is poetic license to make the song flow because the line has a kick to it.
Finally, the things she does make her dear to him, as is the case in love. Then he attests he will always love her and fully love her whether they are together or temporarily parted. It is the drunken song of a man intoxicated with love and his love and loving and being loved. It is the celebration of life with love and being in love. (Love is all you need... da da da da da.)
So in all of this we must remember they are songsters and musicians first, and philosophers and poets second. Artistic license is again flaunted as it was flagrantly in Sergeant Pepper's Lonely Hearts Club Band.

for me it is talking about loved longed for and expected.

I think they meant this to represent a man love for someone he had only know for an instant. But also i think that it is just supposed to represent devotion and love.
