The song is a very visual-imagery nonsense story inspired by the Psychedelic Era of the 60s, written by Peter Edward (Ginger) Baker and M. (Mick?) Taylor. It's the sort of yarn that a father might tell to his son as a bedtime story, making it up as he goes along. The lines,
"The bad captain madman had ordered their fate.
He laughed and stomped off with a nautical gait.
The gate turned into a deroga tree
And his peg leg got woodworm and broke into three"
are my favorite because of the play on words. "Gait becomes "the gate" and "Deroga Tree" probably means "derogatory."
I suspect it was included on "Wheels of Fire" to give Ginger Baker a writing credit and a portion of the profits from the album, as well as the spotlight for a few minutes.

It's about cream breaking up . As at the end of the song at the Albert Hall, Baker says pressed rat and warthog have reopen the shop selling cream tee shirts and jackets and here a bloody stick . Meaning how cream got back together to do a few more gigs .
