I believe in the song he’s asking what do you believe because the concept of God has failed him. So in looking for a different outcome for meaning he is asking others to look for there own god because the god presented to us is lie saying “I don’t known who to trust” and when saying “I’ll tell you what you should see” he’s mentioning that he has found his own essence of “god” and saying this is what “god” should feel like so that’s why he constantly ask “tell me what you believe”

I think it's about how the writer is wondering where God was when he faced a bunch of troubles. And how he's tired of religions cramming their beliefs down people's throats. He tells the churches that he doesn't want to be "up or down" as in Heaven or Hell. He just wants to be himself.
