I actually think it's the opposite way around. The lyrics do contain both romantic and drug allusions, however I think the romantic part is a reference to falling in love with drugs. -
It seems to me that it's more about a guy on drugs, and that his drug dealer is a girl who he loves, but not in a romantic sense. They are friends, doing the same drugs together, and I get the feeling that something goes wrong for her.
By the way, never trust the video for what a song is about. I mean, the video tends to be the director's idea of what the song is about, not what the song is actually about. My favorite example would be Green Day's "Wake Me Up When September Ends" clip. The song is not about war at all, even if that's what the video is about. -
I do believe that you are both right in a sense.
The song can be taken both ways very easily.
It's a song about getting over the pain of relationships with anti-depressants, as to referred to in the line 'Anyone can find the same white pills.' It's the addiction he has to the medicines that take his pain away, not literal pain killers, like oxy or hydrocodone.
The chorus only emphasizes this more, telling himself basically "Fuck it, I Hurt."
The second Verse is where it can get confusing, I guess.

This can easily be taken as being on sort of a chain with an ex. (been there done that) But he actually speaks of getting off the MAOIs and trying to live, but falling right back into place. -

That is one of the most obvious references to drugs I have seen. I stand by my original claim that it is about a broken relationship. For the last guy's info, I have watched the video, that's where I got the relationship bit from. -
