The song is about someone who is frustrated with their life and feels that nothing is going right for them so they might as well resort to breaking the law since no one cares. Basically Rob is talking about all the youth who have ever left school and etc to go out n there own and when they left school were pretty much told that they'll get everything(they never told you though you had to work for it) and all the people saying "Oh life is easy yadda yadda" don't get it hence the "YOU DON'T KNOW WHAT IT'S LIKE!!!!"

That right there tells me that the guys life is not going so well and every time he tries to take one step forward he ends up falling four steps backwards and just can't get anywhere in life.
