It's about a guy who is poor basically. He borrows money and pays in checks, which bounce. He hopes to get money one day, to pay the people back so they could leave him alone. He's basically riding on the hope of winning the lottery.
Well, yeah, I dunno, I found that song to be pretty self-explanitory.
