This song was written by James because he used to have severe nightmares.

Sounds to me like a Parent telling their child to sleep say their prayers, and that they will tuck them in till death come (the sandman). And the child has a nightmare of wars, liars, and dragon's fire. Wakes and says another prayer (now I lay me down to sleep) And once again the parent reassures the child. It sounds like a memory.
