I truly believe this song is about make the justice with their own hands because the justice by itself doesn't work properly because of corruption, bad laws or bad law's interpretations. I can see that one who sings is a leader of a group of people who hunts criminals who make a chaos in the city and they are expressing the feeling of killing and persecute those who persecute good citzens.

My own thoughts behind the song is that its about gangs coming out in the city at night.
"We are scanning the scene in the city tonight"
This could refer to gangs coming out and scanning around for any victims.
"We're looking for you
to start up a fight"
This could mean anything from domestic violence to mugging someone. -

I view this song is about nuclear armament, 'thousand death' could not be done by a man without war, and if we keep on providing more and more atomic bomb 'There is no escape and that's for sure'- 'Our brains are on fire with the feelings to kill' our leaders are thinking of how to have more and more atomic warfare, this song invites this generation to condemn evil nuclear weaponry.

Its about the feeling to kill. It was inspired by a Diamond Head song, though i cannot recall the name.
