I’m sure the song has many meanings like all of Young’s lyrics but I’ve heard the reference to Mr. Soul has something to do with Rick James who was in the band the Mynabirds with Neil until James was arrested for being awol from the US Navy

neil young feels confindend in himself to desent downwards in the unknown hell of the overwhelming fast changes of fame and the phycological social changes of the times of the late 60's that were heading towards the big bang theory of quantum mechanics of its time. neil was being on guard at times to pull back, feeling down on the frown, is for protection of'' soul'' from external forces that were expanding in his mind in the form of temptation by the stranger or as the ''teaser'' who is captivated in praising him on, thinking that if he sells out or falls for the temtation he would become even more popular that any girl in the world could have easily known him better. he is raised by the messenger's letter to keep on rocking even if all hell breaks loose for him to find his way out faster in the alterd stare of our minds.
