The main chairacter and his/her friend buy a bag of balloons and release them at the break of dawn. Buggy, faulty software at a military base detects them as approaching foriegn objects, possibly UFOs or incoming enemy fire. The country's government sends jet fighters to investigate. They realize that they are nothing but harmless balloons. Instead of leaving them alone, the pilots decide to put on a show and shoot them down, destroying a city below. At the end of the song, main character refects on the experience, seemingly one of the only survivors surrounded by destruction as the city has been reduced to dust. She then releases one last balloon as a souvenir.
