Original Queensryche vocalist and co-writer Geoff Tate described this song as simply about being away from a parter. His wife at the time was a flight attendant, so I can see where some of the inspiration may have came from. But, “Jet City” is a nickname for Seattle, near where the band formed, so it may well be a combination of the two.

Jet city woman lyrics are talking about the guys female significant other always being there for him even though she says she won't she still travels by flight to meet him at his next city that he will be in working. She is very loyal & has his back whenever & wherever he needs her no matter what it's for.
