Actually I think the song means something very differnt. In my opinion it's about how everybody follows the trends and wants to be the best and have the most expensive things. But as she says "Maybe everyone is finally fed up enough" and how she hopes that it gets better because everybody is good at heart (an angel). Or it could potentially also mean that everbody is already dead inside (therefor an angel) but I think that's way too depressing for a song, and I don't think she would put something like that in a song.

I think this song is about how egerywhere she looks she sees good people trying to help out strangers. The song is about the Angels themselves and what they do. When you hear the phrase "Angela in Chelaea", you immediately think of angels. When you listen to the song, however, you learn it is actually about people doing small things to make a big difference!
