You have to take the album "In Our Bedroom After the War" as a whole. It appears to be about different relationships, or in the case of "Personal" one that never began.
"It's us—yes, we're back again
Here to see you through, 'til the days end
And if the night comes, and the night will come..." This song is written in the second person, spoken to the person left alone the morning of the first day of the end of a now failed relationship.
The evening before was the end. A silent dinner, the dishes, TV, bed, darkness... and in the morning she's gone. The "war" is over.
"When you went away you were just a kid... And if you lost it all, and you lost it..." a relationship begun young and idealistic went sour with time.
"The living are dead and the dead are all living, the war is over and we are beginning..." The relationship is dead and what was is gone but what was gone, a single life, unattached, will turn into a new beginning.
"We", the friends of the one left alone are still here for you and we will be here for you. The night will come, it will be the first night alone, but at least the "war" is over. That which was is dead, and that which wasn't is now alive, a new beginning. The "war" is over. -
I do agree with Lexie after all war does tear people apart and it also brings people closer together if you listen to this song and let your mind wrap around the lyrics like "Listen the birds sing Listen the bells sing " and "all the living are dead and the dead are all living" the first part is someone overhearing all these sounds after a war and "the dead are living " might be hinting towards the the ones who have died are watching their loved ones and "all the living are dead" might be that some are mourning their lost ones making them seem like they are dead or feel dead

The song could be after a recent fight between a couple and the resolution of the conflict.

I think the song is about how after the war (World War I or II, either really), people were just genuinely happy to not have to worry about their family either out at war, or at home.
In the beginning of the song, there is the line: "as you ate last night, neither of you spoke, dishes, tv, bed, the darkness filled with dread," Which is describing the common statistic that relationships were ruined after soldiers came home. War changes people, and most of the time married couples just were not the same afterwards. And throughout the song, sad situations are described and always resolved with "but at least the war is over". So, as long as the war is over, nothing really matters as much.
Specifically, I find the lyric:
"We won, or we think we did, when you went away, you were just a kid"
First, "we won, or we think we did" is talking about how even if Germany lost, and everyone else won, the destruction in countries like France and Britain were greatly effected by bombings and other forms of attack. Also, in 1941 when Pearl Harbor was attacked. Countries were destroyed, and it may have felts almost as if they didn't win.
And second, since conscription was in order, men, who were practically still boys, were drafted when they were 18.
But overall, the song is about the joy of the end of the war.
But... this is my interpretation XD
