In my belief it's that she told somebody that she liked them, and that the other girl didn't/couldn't reciprocate, making Tegan doubt her own reasons for telling her. At first she thinks that it's "better than not saying it, that goes without saying", but then by the end of it she's "wondering if this was the thing to do".

I heard that this song is about this girl that Tegan had liked for a while, and she finally gets the courage to ask her out, but on her way over to Tegan's house she gets in a car wreck and dies :S and she wished she would have called off the date.

I think that this song means that she unsure of what the outcome is going to be. She found someone that is special and she wants to tell him what she really thinks but yet is sad because what they had was something that they both would have been good at. It could have been something really good, but was ruined and now there is no turning back.
