i think its the out side point of view with the build up. whe its said that theres "nothing wrong with me" meaning to let be killed is just as disturbing to an individual as doing it yourself with the knoledge of the outcome. one can only take so much befire a breaking point can accure. ie may as well let the killing happen to the one doing the killing and avoide the added indiferente. hence the song that brings ie breaking point to let the bodies hit the floor.

Trying to understand this song for me is about that average Westernized individual with High Hopes that builds his heart of stone consciously with a little healthy ego to go to war and fight ''RIGHTEOUSLY'' in the use of making a living in the job he's got, business he opens, the company he works for to make a killing[the art of making money] not to murder people, you gotta be ''completely crazy'' with no conscience if you intentionally build your heart of stone to actually murder people. During the 70's and up to the present the term used to ''build your heart of stone'' to me means is to empower yourself in The Lord and against the unrighteous and manipulative individuals that are evily competitive to make money and gain power through the system, if working for companies, the Government or even the Police Dep't. Anotherwords, most people innocently start to make a living on their certain given jobs, but gradually some become evil and corrupt even to murder for money to gain power. Now there are also ''The Most Evil Ones'' that intentionally want to get the job to climb, if in Government[the mob], a certain Company or even the Police Dep't, not to make money honestly with a ''RIGHTEOUS'' thought, but the need mostly for power, where they can easily become more evil and corrupt as die hard racists that want the job intentionally for that reason ''to kill with a heart of stone that turned evil'' to easily murder. This is sad but true, where the MOST MONSTERS ''become'' die hard KILLERS AND MURDERERS in and by the competitive Western sick Society we are screwd in and always in danger of becoming evil.

The song is pure irony, politicians killing millions in wars and decisions made at home lauded as great. People like Hitler, Stalin and Mao loved and still revered. You could see an American President press the nuclear button, start a nuclear World War Three, to protect democracy and people in the West would love that President. maybe it's a statement on the mentality of people and their oxymoronic principles.Man in blazing row kills girlfriend and suddenly he's the worst villain ever, people demand the death penalty and would murder him themselves if he fell into their hands. They would do the same to Ted Bundy, John Christie, John Haigh and Peter Sutcliffe, very strange.

This is one of Sting's slyest songs, and it's really a piece of political satire.
For most of the song, Sting is telling us how easy and how much fun it is to kill people. But that's just a buildup to the last verse, in which Sting makes his real point: Ted Bundy, Charles Manson and the BostoN Strangler were mere pikers, compared to countless world leaders.
People are shocked by "Serial killers" who kill a few dozen peoples... but a President or Prime Minister can start wars and kill MILLIONS of people, and most of his subjects will see nothing wrong with it.
