Ocean man is just an illusion by the songwriter/band, Ween. When Aaron Freeman(One of the band leaders of Ween) was a kid he used to have hallucinations of a man made of water, Ocean Man is what he called him. Sooner he felt like he and Ocean Man had a close relationship. When Aaron was older he kept seeing Ocean Man but not as often so he decided to write a song about him to remember him even when he was no longer there.

I know this is problably not a good interpretation, but in the bad situation and the corrupted world we're living in, its always great to see positivity in life.

I think that the Ocean Man is obviously a representation of childhood hopes and dreams. How beach evokes memories of childhood summertime and how everything was good back then. But then the water of the ocean got soaked up by the thirst of the land (reality), as it destroy everything that could have ever been good like childhood aspirations. Truly a deep and meaningful piece of intellectual media.

You guys know that they write their songs whilst they're high, right? I mean, it's most likely a fictional character that rides a surfboard, and is quote in quote, "Chill." I think it's nothing deep or personal, and it's perhaps just a man chilling, whilst riding his surfboard.
