I believe this Dylan song is about death and loss wrapped in a deceptive happy beat. The opening stanza sounds like a funeral march with:
the guilty undertaker sighs,

the silver saxophones say I should refuse you
the cracked bells and washed out horns blow into my face with scorn
But its not that way I wasn't born to lose you.
Appears to be dealing with a death of someone close and has reversed the saying of "I was born to be with you". -
i believe this song is more along the lines of his courting his wife sara. it's written around the time and is on blonde on blonde along with " sad eyed lady of the lowlands" visions of johanna"( a mystical song about lower manhattan in the wee hours of the morning) i want you is a blatant public announcement of his love for her and his intentions of marrying her. at the time both were living in NYC. he met her in the NY playboy club; see tangled up in blue, " i stopped into a topless place, to get my self a beer" " she was married when we first met , soon to be divorced" dylan was madly in love with sara seeing he wrote SARA to woo her back for a year after the breakfast incident. IDIOT WIND is naturally about her a most vicious song especially if you see the video from Fort Collins but by the song's end he starts to admit it was mostly his fault. he treated her well after the divorce, was a good father to his kids and she must have loved him deeply because she never said a word about him or the marriage, from which she could have made billions. no "i want you " is a full scale laying of his feelings on the street for whoever wanted a peek at his heart at that time
