She has a boyfriend but she has too take care of him and it's stressful. She "carries the weight of you".
When you think about it sirens could be referring to the mermaid creatures from mythology obviously a metaphor. "Until the sirens calling" would mean before he finds someone to always take care of him and they would call for him.
"Lay down in the shallow water" means that she wants to spend time with him before sirens call. She wants to have good memory's with him.
