The song is apparently about a guy trying to talk to a very good-looking girl, probably at a party, but she is oblivious because she is watching a rerun of the 1960's TV show "The Detectives". My take on this is that it shows how alienated and detached that we often are from each other, and how hard it is to get to know each other, really know each other. People are often in another world, which hurts relationships. How often do we really get to know someone else, down to their inner soul? Again, this is my take. I haven't heard any other interpretation, or seen an interview with Elvis Costello about it.
