I feel he's singing this song to an ex love, in which both have mixed feelings. She was in a relationship with him but always felt there was something or someone better for her so she left him. She took advantage of how much he loved her, and would always place blame on him when things got bad so he says "I saw you pray for change and than you walked all over me" He still loves her although he does know she uses him for selfish reasons of her own. He wants her to know she can come back to him even though she wont. In the end with her still insisting she doesn't want or love him the truth is he's the only one she does want and needs.
