    This song could be about a politician who had just started a disastrous war, maybe even to distract from his own shortcoming. The idea of a politician thinking of themselves as a centre of the world, that they are paranoid about their enemies, and that he is actually losing the war and now needs an exit strategy seems consistent with the lyrics.
