The song follows Counting Out Time (the song where he has his sexual encounter). It makes sense that the lyrics conjure images of sperm making there journey. But, it doesn't explain much of the specific lyrics that seem to be LSD driven nonsense.

Songwriters are just filling in words to go with the music. Hopefully the words conjure a sense of having meaning just in the mere act of performance like Peter Gabriel’s incredible vocals. If there’s any meaning to it it’s not very clear and not worth worrying about as obviously the songwriter wasn’t concerned about it either. It’s 70’s psychedelic rock. What do you expect?

One amazing and cool song by GENESIS, that for me it's about a foreign southern kid coming In and Out of the new strange land of The North[Boston, New York etc.,] looking up in amazement and tripping on His feet, then looking down and seeing all of those old Carpet- baggers coming out of the woodwork, where He's also imagining and thinking how in the hell He's going to ''shake off'' all of those Carpet-baggers that manage to crawl on His back and get out of Their weaving maze. As a young kid I've gotten a kick out of this song when watching the Rugrats coming to play. And when one of Them was trying to breakoutter Their boundaries and do the Carpet Crawling out of His chamber. By which was just another way that was in need to climb up and In and Out from.
