I think the static is a metaphor for censorship in music and such. For some people, censorship blocks out the sound so they can't "hear" any more, hence the "static"

This song is about how in this modern age there is so much noise - radio, the media, Internet, television, etc. - but no clarity. The only sound we hear anymore is static. We don't see anything in the videos we watch, we don't hear anything in the music we listen to, we don't learn anything in our static age. Green Day wants us to know that this mass advertisement, instant entertainment and corruptive media we immerse ourselves in is a destructive force that will devour our sanity and rip appart our lives. The static age is destroying the intellectual American and strengthening the ignorant American.
