I love these guys SO much.
The song is obviously about a boy who doesn't like the country he lives in and see's all kinds of problems in it.
He wonders if anyone else notices, since nothing is being done about it.
(Hence the "DO They Even Know?" parts.)
He wants to tell someone but he isn't brave enough so for now he's at a loss.
Then before the part about Tommy, he says
"But for now I'll start with something.
And he talks about what happened to Tommy when the Government took out the track team in school.
And He's letting them know that he and all the other kids his age want to be innocent but they can't because of all the garbage going on. -
I think it's about a kid in the beginning and he has all things important things to say about things and he doesn't cause he's just a kid who will listen to kids? well then as he grows older he comes to know God and he writes a letter the the president well that's what I think please correct me if I am wrong.

Pretty good song, talking about all the things like laws that are prety dumb like 'murder is wrong but the jail times not fair' which is true, because you hear in the news about people who have commited crimes and then there's all these people saying that they didn't deserve such a harsh jail time.
