im not considering the video just the song in general.
i think it, and i may be wrong but he sings about his partner has passed or left him and that he regrets all the wrong he has ever done to her. that he finds himself remembering her in the night and he cant cope with her death. where he says "why is it so hard to stay away?" he is referring to his difficulty to forget. when he says "there would be no price to to pay" is that he would never punish ever again if he got another chance to be with her. in the background you can hear "hit me again" wich may mean that he used to beat her. "you dont have to say that you want to but baby please that you want to someday" may mean that he doesnt care if he has to wait, he just wants her back.
