Well, I know for a fact the the whole meaning of "dark blue" was written about the time when lead singer Andrew McMahon was in the hospital while going threw cancer. & him seeing everything as "blue" & dark, & the crowded room was him laying in the hospital bed with people all around him, him not knowing what was going on & trying to understand everything, yet feeling so alone. (like he was going to die). basically he wrote this whole song about being sick & being in the hospital. when he's talking about the ambulance & being "under this condition" is him being very sick. I know this because I went to one of his concerts & he explained the meaning behind him writing this song.

I think that the song is based apon fighting for the writer's relationship alon with the decisions he has to make.
The first stanza that states that "breathing down my neck" is sort of pressure and nagging. "wait for the ambulence to come and pick us up off the floor" meaning that there is going to be tragedy in their relationship soon or in more general, life.
The whole perfect shade of dark blue is refering to the sadness that awaits them and the depression that surrounds them. "the world could be burning down" means that no matter what happens in the world around them, they still have eachother even though they are facing hard times together. The part that says "the world could be burning til there's nothing but dark blue" is stating that nothing really matters except them being together.
"this flood is slowly rising up" meaning that the problems and decision of what to do is coming closer. "i'll swim as the water rises up and the sun is sinking down" basically means that he will overcome the problem and not give up even though all signs point to disaster and he is watching his life being ruined.
"we were boxing the stars". This part could mean a lot of different things. Stars can mean judged by merit or rank. I took it as they were fighting to be with eachother against all odds and against what other people believe is right.
"swinging for mars" basically means that they were headed for a big fight and breakdown. Mars is the greek god for war and fighting. I took it as they were fighting and were almost asking for a breakup to occur.
"the water reached the west coast" shows that everything fell apart in the end but it also made them closer together after they worked things out as it states in the line saying "it was me and you this could last forever"
i believe the dark blue can represent many different elements such as depression, decision, and the beauty of the world around them and the beauty of their relationship. -
