My interpretation is that the London town looks really nice at first glance but "when you look twice, you can see its all lies" meaning that in reality it couldn't be more unpleasant. (no offense)

It'S about London city life and how in the eyes of Lily Allen, the city can seem dirty and ghetto when really paying attention to the people, however when not paying attention to it all, it may seem like a very diverse, cultured place, which Lily herself takes for grated and repeatedly questions why she would wanna be anywhere else.
