    It's about young love, probably young teenagers, on the beach and learning about love and kissing for the first time. He is making promises to her and basking in the magic of young love.
    "You took the words right out of my mouth" refers to once they started kissing, it was so good that he couldn't bring himself to break it to speak. No words, just kisses.
