in a generalized summary i would assume this is targeted towards the media, government, police, and every hater mj had, they do not care about the stress they have caused on his life with all this contoversy. such as false alligations, and yes partly also racisum too is another factor. now he is gone. listen to the lyrics. if you just speak it, not sing it... it sounds similar to a preach, or a form of poetry. lyrics are everything -

its about the human race by nature, and how the things we do is bad for all of us!

It can mean a million things in my opinion, it could be about raciel injustice or athourity's allowing abuse like a teacher ignoreing a bully. It could mean something about corruption, and abuseing ones power for thier enjoyment. Like i said, it could have a million meanings, and a million point of views.
