First, I think the correct lyrics are:
Down the street a lamp light glows
The only heat through the slow FALLING snow
I raise my voice but it rings hallow I raise my glass everytime you GO
I raise my glass everytime
*****
I think this song is about an alcoholic, and all that he lost because of his drinking. He realizes what he is losing, when he walks to the bay to reflect. As he's listening to the waves and thinking about his life, he realizes the price he's paid by raising a glass (drinking excessively). But he continues to drink no matter what the consequences. He drinks to forget his mistakes, he drinks out of anger for killing someone in an accident. And he drinks until it literally kills him, either by suicide during the last walk to the bay, or figuratively kills him, until he is just a "ghost." He's a shell of his former self after all he has lost. -
This is a song about a sorrowful, permanently injured man who lost his companion in an alcohol involved automobile accident. He carries the pain of tragedy with him, remembering how much he had, and acknowledging how much he lost. It is difficult to live on, but he struggles onward.
