I think Kurt wrote it because when he was concierge in highschool the students laught at him cause he said than he gonna be a star.
"Wouldn't you believe it it's just my luck" it's maybe like a vengeance for him and for
"You're in high school again" Kurt mock them because he's a star now. -
I think this May be a metaphor. Because he's saying you spend your whole life at school, then you have to work for the rest of it, it's like you end up back at school and you don't get a break (no recess). And it sucks because you still are judged and forced to do what everyone wants you to.

The song is about a high-school student becoming a janitor at the same high-school he studied at, which most likely sucked for him. "Wouldn't you believe it it's just my luck" referred to the chances of becoming janitor at your old high-school, "No recces" referred to the fact that most of the time janitors don't have recces and "You're in high-school again." is pretty self-explanatory.

This song is a critique of music scene in Seattle, especially Sub Pop - record label that released "Belach" album. Sub Pop put the pressure on Nirvana to play "rock music" and sound like Aerosmith, so Cobain recorded this song as some kind of a protest.

This song is awesome, even though the lyrics are short and simple. As far as what the song is about, it can be about anything "school" related....such as being back in school, having "no recess" or no more time to have fun.
