I think it has a Christian based meaning. There are numerous lines that reference Jesus Christ and the future for Christians. God is love and His Son is the Light of the World. One day every knee will bow and every tongue confess that Jesus Christ is Lord.

I heard this for the first time today. To me, it spoke to the heart and resilience of people in recovery from substance abuse. “... The people of a hard rain... of a thousand days...” I don’t see anyone else’s interpretation aligned to those, so thought I’d put it forward. It’s a beautiful song. Reminds me of another of my favorites from her, “Somebody’s Baby”, from the Gravity’s Rainbow album.

This song is a beautiful vision of unity. I think it’s about Dr. Martin Luther King Jr.
or maybe the Afrika reference is for Nelson Mandela.
