I think that the song is about two lovers who have to say goodbye. The guy moves away from her because of his new job or he wants to start a new/better life ( "And I know you’re going somewhere to make a better life").
She knows that she cant go with him and that the relationship comes to an end even if they would try to have a long-distance relationship. ("I will write to tell you what's going on But you won't miss nothing but the same old song")
The fact that they could be together if he stayed with her kills her but she loves him enough to let him go because she knows that this decision is the best for him. ("And even though it kills me That you have to go I know it'll be sadder If you never hit the road")
